Can I use wifi when traveling abroad in airplane mode without being charged?

If I am in the Dominican Republic and have my phone in airplane mode, can I use the hotel's wifi without being charged?

You won't have any roaming fees from Verizon, but I would verify the hotel wifi hotspot is free to access before attempting.
