Can't set contact ringtone, it says Ringtone ID in use. What does that mean?

I am trying to set the ringtone for one of my contacts. When I edit the contact and tap "Ringtone" it says, "Cannot set Ringtone. Ringtone ID in use." What does that mean, and is there any way to override it?
