Hello MissMytah. That definitely is a very strange looking text message. I looked up the main message and it turns out that it is a message used to authenticate purchases done through your phone, such as the Google Play Store. The DCB stands for Direct Carrier Billing. (Paying for services through your cell phone bill.)
