Email doesn't sync automatically

Am having to push email accounts to get them to load...When I go into settings and check the box, it switches to "master sync turned off" from "sync turned off". What can be done"

Do you have restrictions on the background sync in your data usage settings?

Thank you, I did have background data restriction for music download. Restarted but still don't see improvement...
