Unable to install new apps b/c internal storage is at max. Will adding an SD card resolve this problem, and if so, how are new apps installed on it? Device is Motorola Razr M.

Unfortunately you can't put apps on an sd card. The sd card can only hold data, like pictures and some game data.
With phones that only have 8 GBS internal storage, you have to be creative and clean it out regularly with a restore to factory. A lot of junk builds up and fills up and slows down the phone.
use apps like DropBox and Google drive to store pictures and video
there is a way to minimize or uninstall some Bloatware if you have apps that are unneeded.

Yeah, keep apps on the phone and media on the SD.

8 Gb phones should be banned.
they are only for people who don't use their smart phones, and would probably be just as happy with a feature phone.

Oddly, I never had those issues with my previous phones, but in more recent versions moving apps2SD was restricted right?
