We need more information to help you, if you haven't already taken the phone to a Verizon store and gotten this done.

Are you trying to activate the phone on your account?  Is the phone currently active on another account?  How are you trying to activate the phone? (Website, by phone with CS, SIM card?)  Which model HTC?
