I've tried to remove the battery, even got a new battery but nothing has helped. I tried to press the power and down button to reset it but once I get the reset screen, it does nothing past going back to the black LG screen.

We want to make sure your phone is working properly after a major update so I appreciate bringing this up to our attention. May I ask if the battery is fully charged? Does the phone have any liquid or physical damage?

After a battery pull, are you able to get to recovery mode?
You'd normally do this by holding Volume Down, then holding Power as well, then releasing both once the recovery screen appears. If so, there's a few things you could try from there. If not, then you'll likely have to replace the device, but if it's still in warranty with Verizon, that should be a free replacement.

Thanks but I wound up having to get another phone after trying everything that Verizon told me to do. It seems like the developer who came up with the update should be responsible for my phone needing to be replaced. It was working perfectly fine until that new OS was installed.

Thanks for getting back to me but I had to get another phone. There should be something that can be done when a new OS is installed and freezes up a phone that was working perfectly fine.

Research LG G4 and Lg V10 bootloop problem. LG admits there is a problem with these phones and yet still sells them. Recently a Class Action Lawsuit has been filed against them.
