Resolved my (75wpm) Wife's D4. Works as should. And I would hear it if it did not..!

You may have to do a hard reset.

Thank you so much!  I have been going crazy!  After a moron in a Verizon store bricked my phone 2 weeks ago, I have had THREE warranty swaps in that time, and all of them had some kind of "Moto Chinese input" that I'd never seen before, and I've had a Droid 4 since the 2nd week they were out.  These stupid < > instead of : and ; were driving me bonkers, and I was about to just get a Moto X for the reason that it's made here in the US, but I was terrified of buying a phone without a physical keyboard (and trying to find workarounds so that I don't lose my unlimited data, though I don't use much, you never know when you'll need it!).   Thank you, thank you, thank you!
