Moto e5 cannot activate

I turn on my phone and have it connected to my WiFi. After that it says it cannot activate. I have full bars. Is there anyway to use the phone without activating it? I only need to use Internet.

It's important to be able to use your new device, JacksonC. In order to use a device, the phone will need to be activated with service. You mentioned that you have a Moto E5. Did you purchase the prepay version of this phone? Do you currently have a Verizon account? You indicated that you're looking to use Internet only. Can you clarify how you're looking to use your phone with data please?
