We want to make sure you camera is fully functional! What type of device do you have? How long have you been having this camera issue? Have you tried to force stop the application? Settings>Application (App Manager)>All>Camera>Force stop. Let us know if this helps.
In short it means the phone was not able to turn the camera on. It could be either a software problem not connecting to the camera's hardware, or a hardware problem with the camera. Did you try rebooting your phone, or removing the battery of a minute or so and reinstalling it?
