My unlocked HTC U11 suddenly was not able to send text messages, how do I fix this?

I purchased the phone back in November and it was working fine with Verizon until yesterday. I can still receive texts and make and receive calls but I can't send text messages. How can this be? Also, I cannot download the newest Oreo update no matter how many times I try.
