Making sure we find the mystery behind this is a must, Fmdevietro. Just to confirm, this started when you upgraded into a new device, is that correct? How often do these alerts occur? Have you done any troubleshooting yourself to try and narrow this issue down?

Actually I did not upgrade to a new device..
This issue started after the latest software push to my current Android phone.
The alerts happen several times a day and are a different ringtone / Alert than I have set for my
Text messages and such.
I tried stopping all alerts on my phone and these Phantom Alerts still continue..
I hope this clears up the confusion..
