SAMSUNG LOGO BLINKING ON AND OFF

My Samsung Stratosphere just recently started cycling the Samsung logo on and off continuously.  Sometimes it will come back on.  But then it will start the cycle over again.  I can't use the phone when this happens.  I tried taking the battery out and putting it back in.  I also tried taking the sim card out and putting it back in.  I have tried putting it in Safe Mode.  What is the problem and how do I fix it?

Your Stratosphere definitely shouldn't be doing this. I'm very sorry about the inconvenience! Let's try a Master Reset on the device and test it out again.
