Set Data Roaming to find tower

I recently tried to initiate a call from atop Angel Fire mountain in Angel Fire, New Mexico.
The Android Nexus could not find service so I selected Settings> More . . .> Wireless & networks> Mobile networks> Data roaming. To that I received the message "Attention: Allow data roaming? You may incur significant roaming charges!" I selected "OK". Within two seconds the Nexus found a tower and displayed two bars!
Not wanting to incur "significant roaming charges" I immediately de-selected Data Roaming. To my surprise the two bars remained and I was able to successfully make a call.
