Mine was because I use Verizon Smart Family for my Dad and I and I had set a limit on how much data we could use. So when I hit that limit I started to get this error.

I am having the same issue. Used about 6gb to myself and out kids about same amount and husband hardly used any. We have barely used 20GB between the 4 of us. What is happening? We are located in Vancouver, WA 98684. Hopefully they get it fixed soon.
