Is there a way to set a silent ringtone for numbers that you don't want to answer?

I don't see an option for that on my android phone. The closest thing I see is just sending a caller straight to voice mail & that doesn't let the phone ring at all.I just go into edit a contact & check "send caller straight to voicemail".
