In SmartView I do see 

[TV] Samsung 6 Series (55)

I do not have a Samsung TV and no such device appears on my network viewing it from the router's settings so not sure what that is.

I just noticed smart things came pre-installed on my phone.  Since your phone has smartview I would give smart things a try.   Here is the link to DEX.

Another thought just for the heck of it what happens when you select the TV that does come up in the smart view list.  I have never seen anything in my list other than nearby  devices next to the phone so that is odd.  I mean you don't pick up your neighbors TV with smart view since it's not right next to your phone.

It tries to connect but doesn't.

Besides the TV would have to be on my Wi-Fi network before I could even see it.

 

I've even tried going to SMARTCAST on both my Vizio TVs (same model in same room used as PC monitors and is a real pain when I want to adjust settings on just one) which didn't work. Then I tried going to cast and that didn't work.

 

The Vizio is 24" and about $125 at Wal-Mart. Great little TV for a computer monitor. Excellent picture.

Ok that is weird it's showing up I think.  I don't know a lot but I have never seen TV's from next door show up in smart view.  Post back if the smart things work.  If not then I think you will have to get a cable and connect that way.  Fore me most things like this are solved by rebooting my modem/router and unplugging my TV waiting a few minutes and plugging back in.  Guess it's all I know how to do.

When I went in the house (my main PC is in a 12' X 12' heated and cooled building out back) I picked up two more TVs, however I know I don't have any other TVs but the Sharp with the Dish Hopper inside the house (doesn't show the hopper even though I'm right next to it) and I'm not showing anything else connected to my network other than my devices on the router/modem settings page so given the phone has to be on my Wi-Fi before I could see my TVs before the phone software update I shouldn't be seeing any other TVs given there's only my two Vizios, the hopper and my phone connected by Wi-Fi with two desktops and a laptop in my building connected by ethernet with an ethernet switch.

Don't have a clue but that is weird.  I would reach out to Samsung support.  Also would try android central and see if anyone else with that model has the issue.
