Verizon Wireless doesn't have anything you are looking for. You might want to at unlocked GSM devices. I seem to one company made a device that might fit your wants.
Doesn't it really need to have the ability to make calls from the device directly using the phone number associated with the device?

Yes, I need it to be able to receive phone calls but would like it to be big enough to skype. It is for a child to use. I have looked at every unlocked tablet I can think of even Vinci learning tablets. No luck so far. If you think of the the company that makes them I would appreciate it. I think pumpkin does but that is not acceptable quality.
