Very Slow Hotspot less than 50kbps

Help my hotspot is very slow.  Has been this way for months.  The best speed I have seen in months is 200kbps.  Many speed tests just show an error or please try later error.  I have been ranging from  40kbps to 180 kbps for the last 2 months.   I have the same speed even if I move my sim card to another phone.  If I use my friend's SIM card in hotspot mode on my phone I get 10Mbps on my laptop speed test.   I have had this same plan for years, this issue started a few months ago and is getting worse.  I know my plan is limited to 600Kbps and can be slower if towers are in heavy demand but 40Kbps is just useless.  Some web pages take better than 7 minutes to download. (speedtest.net, fast.com for example)

 

Using a Motorola G7power for the hotspot. 

Laptop dell I3 7th generation windows 10

desktop Emachine Windows 7

old laptop windows XP

Galaxy S5 in wifi mode.

Called tech support every checked all the phone settings. Chatted with tech support for 2 and 1/2 hours no solution. Have moved SIM card between telephones no change as far as my data plan goes phone works fine. Hard reset on phone still no change. I've called tech support have had my account escalated still no change.have tried different computers with different operating systems still no change in speed. Have tried different cell towers in different states
