Why does my phone still ring for 800 numbers when set on priority for starred contacts only?

I have gone through the set up for setting my phone to priority and only  having starred contacts as the only numbers that can ring my phone, yet, I still get 800 numbers that ring.  Why is that?

Phone is a Droid Turbo 2 and I am up to date running Android Version 6.

800 numbers are exempt, just like you cannot block your number to a toll free number.
