I have a Samsung Galaxy. Iam on WiFi but when I go to settings, then wifi, although it says I am connected, it flashes "scanning" every few seconds. Is this normal?

I have a Samsung Note 4, Ver. 6.0.1 This phone's wifi reaches a good connection to any wifi service. Yet, constantly the wifi is showing "scanning" every 5 to 7 seconds. This DOES drain my phone's battery and quickly. Only when setting power to 'Ultra Power Save' or 'Disconnecting the wifi' will the battery prolong its life. Verizon techs/op in other forum says that battery does not drain - not in my case. My phone has gone through several Software Updates and this segment has never been resolved/cure.
