My phone will not download an MMS message sent from an iPhone. I know that it's a picture and it says it's downloading but just continues to say that, never completing the action. I've had trouble with this in the past. Is it my phone or the sender's phone? Should the WiFi connection be on or does it matter? What's going on???

Do you have mobile data on? Even with wifi on you won't be able to get MMS, but you're not charged for the data used when sending/receiving MMS. I would also recommend checking the settings for MMS in your app.

I would Try what was suggested if your still having issues on sending pictures you might check the size of the picture your sending..
