Can you set a network extender so that only certain numbers can use it?

The one Verizon sells allows 7 users at a time.  6 users and 1 E911.  You can set priority numbers, but anyone who can connect to it can use it.  So, you can't really filter anyone out individually.  I believe you have some 50 slots.  But only 6 can connect at a time.

The lady at Verizon said she set my extender up that only the two lines on my account can use my connection

Here is the manual for the Verizon Extender. Look on page 6.

It says to look on page 3 at how to manage the devices or there is a website provided.

Well, that isn't correct.  Anyone within 10 feet can connect to it by dialing #48 and then they will connect to it automatically whenever in range from then on.
