no wifi can't connect to 4g

Why when there's a wifi network around and although I can't connect to it, it blocks my 4G from connecting to the internet.  This is particularly frustrating at Starbucks as it is insanely difficult to connect to their AT&T network.  SO I'm left without ANY internet whatsoever.

If you are connecting to something like AT&T in a McDonald's or anywhere AT&T wifi is available and have saved it as a network once, it will try to connect again whenever it is in the same area as before or wherever that network may be duplicated.  If your phone is set to always connect to that network, it will do so, but you cannot actively browse until you accept the first intro screen when opening the browser.  Your notification bar should indicate that you must sign into the network before using.  If that fails, turn off wifi.  You shouldn't be getting blocked from mobile data on the cellular network anyway.
