No official release date yet on VoIP and Verizon for your N4 but Advance Calling 1.0 is available now if your in a 4G LTE service area. Perhaps someone else on the forum may have more current information.

At the rate Verizon is going, we will be lucky if we ever get it on our Note 4's. Most of us will probably have Note5's by the time Verizon puts Advanced Calling 1.0 on this phone.
Now, if you want to hear real insult to injury, the Note Edge that Verizon just released about two weeks ago already has AC 1.0. It came pre-installed.
When I asked Verizon Customer Dis-Service where the Note 4 software patch was, they said it's not available. I said the Note 4 & Edge are technologically speaking the same phone. All its internal components are the same.
That got the rep flustered and they came back with well, Samsung hasn't sent us the software patch to test.
Now, a quick call to Sammy Support got better information.
They said they don't right or support software patches with regards to Verizon services (AC 1.0 is a Verizon service). Samsung only provides software updates when Android versions change or drivers need updating.

Where are you getting this incorrect info? Advanced Calling 1.0 was released NATIONWIDE in Sept.
HD Voice and Video Calling Coming Soon to Verizon Wireless 4G LTE Network
On Sept. 15, Verizon Wireless began offering Advanced Calling 1.0 across its nationwide network on select smartphones
If you have a phone that supports AC 1.0 it works anywhere. What is limited is the devices it works on. right now it's 10. Droid Turbo, Droid Maxx, Droid Mini. Droid Ultra, iPhone 6, iPhone 6 Plus, Note 4, Galaxy S5, LG G3, LG G2.

It's not an insult. It's requirement for new phones to have this feature already available. It makes sense since new devices where made AFTER the launch of AC 1.0 so testing would be done at the same time other testing on the device is done. All the new phones coming out this year like the Nexus 6, Galaxy S6, LG G4, HTC One M9 etc etc will have this at launch. Trust me Verizon wants this feature on as many phones as possible as soon as possible. I'm sure today when Verizon announces it's quarterly report they announce figures on what percentage of phones on the network have AC 1.0 capability

In case you didn't notice Verizon was 2 months behind releasing teh Edge. I'm sure making sure AC was installed form the get go was part of that. Note 4 came out right after AC was launched probably didn't have time to install and test it before hand. It'll get it. Seriously you're not missing much yet.
