Does the phone charge when turned off but plugged in? Is it hot to the touch when on the battery as well?
If yes to both, it sounds like an application on your phone is pounding away at the CPU/wireless radios, and needs to be stopped. Some phones come with chargers that can charge the phone at the proper rate so long as they are left alone. If the charger is barely keeping up because the phone is busy working on something, however, the battery will either not charge, charge very slowly, or will actually discharge but at a slower rate.
