Why is the bootloader locked on Verizon,  but not any other carriers?

Verizon locks all bootloaders.  This helps cut down on issues and claims resulting from people who know just enough to get into trouble with ROMs, rooting, and modifications, resulting in "bricked" phones and damaged software.
