If using Microsoft® Exchange / Corporate sync, the option to turn off screen lock may be unavailable.
- From a Home screen, tap Apps (located in the lower right).
These instructions apply to Standard mode only. - Tap Settings.
- From the Device section, tap Lock screen.
- Tap Screen lock.
If presented, enter the current PIN, password or pattern or perform fingerprint scan. - Tap None.

Check Settings, Security, Phone Administrators, and see if anything is checked? One or more of those Apps may require a password, pin, etc.
Also check in Settings, Security, Trusted Credentials, User tab, you may have a cert that requires a higher level of security. Some Apps such as (FoxFi) install a certificatethat could cause this issue.

I assume you aren't signed in to Exchange or setup for corporate sync? And your phone is not encrypted?

No if it is encrypted it would require a password and the none option would not be available.
