I checked the link and it worked so the link is correct. It's basically telling you to go into settings, go to Safari. scroll down to the box that says "Clear History/Cookies/Cache" and do each one.

Then update your roaming list (PRL) by dialing *228, option 2.

Good morning oxzide.
I know personally, I would not be happy if I had one of the nicest, yet slowest phones around. Have you had a chance to do any other troubleshooting other than the basic troubleshooting you described in your post? You mentioned you checked the software; therefore, it is a strong possibility that the memory may be full or running low on your device. This could be why the signal is becoming lower. You can follow the steps at in the Clear Temporary Internet Files iPhone 4 link. Once you have finished, try restarting the device to see if the signal and speed are working better for you.
