To use it on foreign carriers. The AT&T iPhone 4 is a GSM only device whereas Verizon iPhone 4 uses CDMA technology.

You can also use an unlocked AT&T iPhone on T-Mobile or one of the GSM MVNOs here in the states.

You can unlock a Verizon but you stIll have to keep it on the carrier you bought it from.

There is no unlocked phone that you would buy at apple for Verizon except if you wait so many months to do but that's the 4s abd naybe the 5. Even then you might have to keep it on a line whole oversees. Verizon unlocks it themselves.
