International Reset

I have an Iphone 13 pro max

Bought on Dec 19th.  my 60 days just passed.  Put international sim card in and while I can see on my main screen #G and 4 bars of cellular the phone just says "activating" and never kicks in.  I can still revert to the verizon sim and use Travelpass

Questions:

- any clue why it is doing this

-If I perform a reset network settings will that help?  If it doesn't do I at all jeopardize the ability to use travelpass by resetting network settings?
