Travel Pass saying it is not on plan

When we text 4004 and travel to it the reply is that it is unavailable on plan but never told us this before.

What plan do you have?  Have you verified that the TravelPass option is on the line you're using?  You might look at https://community.verizonwireless.com/t5/iPhone-8/International-Travel/m-p/1089900
