If you are trying to do the update OTA (directly from the phone) then when you click on the Software Update option in the General Menu it will either say "Your software is up to date." with the current iOS above it (in my case it shows iOS 5.1,1) or it will take you to a screen telling you there is an update available and you can learn more about it or update. Otherwise, I am not familiar with what you are asking. You can also update from your computer with your iPhone connected...by using iTunes.
It will light up when connected to a wifi connection but it says below the word update needs wifi. It is faster this way then going on to your computer and download through iTunes. 1hr max compared to a lot more.

Unfortunately, the update for the iPhone cannot be done on the PC. The update would have to be done on the device itself.
