iPhone 13 Pro locked under US Reseller Flex Policy

I acquired a brand new iPhone 13 Pro last October by redeeming points from Marriott US. I am now in the Philippines and I learned only recently that the phone given to me was under US Reseller Flex Policy, and I could not use any local SIM to activate the phone unit. When I searched online, it says that the only way to activate the phone is by using SIM from any US network carrier, and then the phone will automatically lock to that network. If I purchase a Verizon prepaid SIM and have it shipped internationally to the Philippines, will I be able to use it to activate my phone? Also, will I be able to unlock the phone once activated so I have flexibility to use other local, non-US SIM as well? I hope someone could help me here as it has been months and I cannot use the phone at all.

Thank you so much for reaching out. Redeeming credit card points is always rewarding. Congrats on having enough to order a phone! With regard to activating a phone on our Prepaid network, we can address any concerns. To activate a device on the network, you must be physically located where we have coverage. This means you would need ot be in the US. I hope this helps clarify where you need to be to activate a phone for us.

Thank you for the prompt response. To clarify, does this mean that the phone cannot be activated from the Philippines, even if the US SIM such as Verizon has a roaming capability outside of the US?
