iPhone data policy? Any change in the future?

Does no one agree with me that the policy that if you buy an iPhone you are required to have a data package!? If that wasn't the case there would be a lot more sales. i know that personally 3 out of 4 people in my house alone do not have iPhones because of the required data package. If this where to be changed, even if it was on an older iPhone model, my family as well as many others would be far more inclined to purchase an iPhone and a plan form Verizon. Verizon is usually the most accommodating and innovative carrier, and i personally believe that this would benefit the Verizon sales and be a strong marketing point. I am wondering if this will be changed ever or am i never going to be able to be an iPhone owner.

Every smartphone requires data package, not just iphone.

Not if it allows for a pre-payed plan

The prepaid plans for smartphones on Verizon Wireless also have a data portion to them. So even with prepaid plan, a data plan is required for a smartphone to be activated on the Verizon Wireless network.
