Anyone know what the changes are with the Dec 2015 iphone 5 carrier update?

Current iOS is 9.2 (13c75)...just updated from 9.1
dont know the carrier update # as I would like to know what changes it makes before I do the update and it doesn't show the update # on the alert banner
current carrier version is 23.0.1
