Yes you must establish a iCloud account on the iPhone, see if these directions will help.
Seems like you're trying to set up Comcast as you're primary email account on the iPhone but you still need to have a iCloud account to use all the functions for the iPhone. You can trust iCloud it is OK.
Also where you have Comcast - Xfinity the Wi-Fi it will give you faster internet speeds than Verizon does along with saving data. But you can get to that later. I'd first try setting up a Apple user account.

If you didn't receive your verification or reset email - Apple Support
YOu need to remember and keep you Apple ID and password safe. It is how you purchase apps and music, and locate your device with iCloud if it is lost.
On that note, please turn on iCloud and find my iPhone.

Thanks Salisbury. The problem is that I can't create my account. It keeps giving me an error. I think I will need to go to a Verizon store to see if they can figure out what's going on. Part of the problem, I'm sure, is that I have never found the iPhone user-friendly. I've always been fine using my iMac but am continually frustrated with this iPhone.

Primordial_Soup, I think I'm screwing you up here. You already have a Apple ID account set up. So if you want to use Comcast as your primary email on the iPhone. I think you have to go into the Setting > iCloud and turn OFF the mail toggle, then go to the Mail icon on your Homepage and set up Comcast.

I now got a pop up message that said there was an error connecting to the Apple ID server so I get thwarted in every direction. It's making me suspect the problem is more complicated and beyond my ability to resolve, even with the helpful advice I've been given. I appreciate your attempts. I wish I could at least allocate points like they have on the Apple Forum. I don't see that here.

What do you mean you can't create your account? Which account? Apple and iCloud?
From what you wrote, I don't think you understand the Apple ID and its importance. It's like a Social security number. Everything Apple, your entire phone, requires this Apple ID to function. It syncs your information, calendar and contact list from computer to phone. It allows you to locate the phone if it's lost.
WHen you sign up for the Apple ID, it sends a email to the email you use and you have to respond to activate you account. Periodically you have to verify you password, which is what is happening now. It is asking for the Apple ID password, NOT your Comcast email password.
IF you don't remember your Apple password, use the link I added above and reset it.

By going into Settings > iCloud and toggle off Mail. Then going to the Mail icon on the Homepage you can then set up Comcast as your primary email account on the iPhone by simply adding your Comcast user name and password. I've done it.
This is with iOS 9.2.1 and Verizon carrier 23.2
In fact I was also able to use Comcast as the primary email when using a Droid Maxx.
No trees were harmed by this message. However, several trillion electrons were extremely inconvenienced.
