Can I make and receive calls from my iPad Air if I cancel service on my iPhone 5?

I Would like to get rid of my iPhone 5 and go to iPad mini. My iPad Air can't make or receive calls unless it is near my iPhone. Is there any way to have one device to use for phone and iPad?
