I'm considering purchasing a 4s for a first time phone for my daughter, Is there anyway to add protection to this phone? According to apple care I must go through my carrier

No. Every now and again they have a period of time where you can add insurance on all devices, but I've only ever seen it once.

The open enrollment is usually at the beginning of the year if my memory serves me.

The 4s doesn't go for much on places like eBay and Swappa...it might me worth it to sock drawer the money you'd spend in insurance until (if ever) you need it.  You can get a 4s for really cheap these days...and insurance, over time, will cost you far more than a 4s is worth.
