Depends on what you want it for.
Can you unlock it so you can put in a foreign SIM and use it in another country - YES
Can you unlock it so you can put in a T-mobile or an AT&T SIM to use in the USA - NO

Weth, I am hoping you can enlighten me a bit here. Why is it that a CDMA iphone 4s can somehow work with foreign GSM networks, but won't work on AT&T or T-mobile. I have seen anecdotal evidence that you are right about this, but it just doesn't make sense to me.

Verizon sas it is hard coded in the Verizon version of the iPhone 4S by Apple and cannot be unlocked
Apple says it is locked by Verizon
The fact there has never been a confirmed example of a successful unlock, even in jail broken 4S tells me it was hard coded by Apple at the insistence of Verizon.
The FCC rules with band 13 LTE forced Verizon to abandon this demand with the iphone 5 and later.
So, yes, technically it should work, but it doesn't due to purposeful permanent locking out of AT&T and T-mobile
