A claim for what exactly? You can't just file a claim because other people are doing it. You need to have a specific reason.

There is a claim form if you fill it out you could get a refund from Verison. This is some sort of an agreement with the government. I have not been able to locate any further information at this time.

A two second Google search found this which I believe is related to Deadline for Sprint, Verizon "cramming" claims fast approaching - CBS News.
I'm most definitely NOT a VZW employee. If a post answered your question, please mark it as the answer.

When you go to the website you can request a billing summary. If you have any sms charges on your bill during the stated dates they will show in your summary and then you can just start the claim and the info you need is all right there. It only took me about 5 minutes and my summary was available almost instantly so you still have time. I
The $3.00 refund mentioned above is only for former customers whos claim is for $3.00 or less, they will not receive a refund. Refunds will be issued within 90 days of Dec 31st.

Recently, I received a check in the mail for refund amount from GCG (Garden City Group, LLC). The check and letter was addressed to a person I do not know, but the address was my address. I called the phone number listed on the website announced by our local news station: cfpbsettlementverizon.com. There is a class action lawsuit being settled - see that website for more information.
The GCG rep verified I did apply for the refund and said they will need to issue a new check to me in my name. I am to send a copy of my Verizon Billing Statement to the address listed on the letter (see below) to prove I am who I say I am, along with the letter and refund check that has my address on it but somebody else's name on it.
I do not know why I am receiving a refund check instead of a credit to my Verizon account. I am a current Verizon customer and the check amount is over $3.00 - in fact, the refund amount is a nice $175.83. I plan to call Verizon to ensure this is not a scam before I send my billing statement to GCG, which is someone I don't know.
Address on letter:
