Did you try to turn off the phone and rebooting? (Press and hold the sleep/wake button until the slide to power off button comes up. Do that,wait about 30 seconds, then use the same sleep/wake button to turn it on. Also make sure you are able to use the Internet. Check your AppleID by logging into icloud.com
I understand how frustrating it can be when you are unable to download apps to your device Sniperman1022. When was the last time you were able to log in successfully? Are you able to log into your iCloud without any error messages? Have you verified you are entering the correct Apple ID by clicking My Apple ID and choose Find Apple ID.
