How do I active my number on an iPhone 5s and deactive my old 4s?

When I turned on my new iphone 5s it said "this phone is not activated." Does anyone know how to fix this?

I did all of these steps and my new Iphon5s still has no phone service.  I can browse the web, check email. However, I cannot recieve or make a phone call. I cannot send or receive text messages. Did I miss a step?
