IPad mini2

I have an Elliptus7 and have had huge trouble with the screen responding to touch.

Contract is completed.  I am considering an Ipad mini2.  Is this a good choice?

I just want basic stuff and most notably a responsive screen, does it meet this criteria?

I may also be taking it to India.  My Elliptus worked great there, will the IPad mini 2?
