Make sure you file a claim on the lost or broken before you activate another device. If you don't when you put in a claim you will be get that device you activate. This happen to me when my son lost his iPhone 5s.

Once your claim has begun, you can activate a spare phone at http://vz.to/U2wgl6 or have calls forwarded at http://www.verizonwireless.com/support/call-forwarding-faqs until you get a replacement.
