If I want to shut off my daughters internet usage, will she still be able to access apps on her iphne using wifi?

Will she still be able to access the apps on her phone using wifi if we shut off her internet.  Is there a way to shut just that off?

change wifi password but if she go out as public wifi or at friends house then she can still use it. wifi is in build function in device not on network

last resort take phone away or educate her
