International plan not kicking in iPhone 5

I've been in Germany and Hungary with no service. I signed up for the international plan, did not receive a text message upon arrival in Europe like everyone says I should get. I've tried turning my phone off and on, and rebooting. I logged in to check that I have international coverage on my bill, (I do), tried changing the cellular usage in settings, and switched to roaming for 5 min to see if that would work and got a text from Verizon saying I've incurred more than $50 in extra fees. I don't appreciate that.  What do I have to do?

This is getting frustrating.

We want you to eliminate those service worries while you're traveling overseas Achav. I'm sorry to hear of your difficulties. It sounds like you may have had data roaming and cellular turned off. Are you able to use your services for voice, messaging and data now that you turned on roaming? What plans did you add prior to your trip? Are you using your existing SIM? Hi Achav,

Verizon is NOT an international provider. If you are communicating with people outside of the US then you should NOT be using Verizon, because their international coverage is a hit and miss.

It shows that for example a Verizon subscriber cannot send or receive text messages from the Czech Republic, Croatia or Hungary and those are EU countries!

Verizon didn't even manage to cover the European Union!!!!
