If data or wifi is available Find my iPhone should turn the volume up and over ride the silent setting.

That is correct.  Login to icloud.com on a computer with the Apple ID of the device.

if you don't have computer access, another device may be used in "find my iPhone " app

on android devices, download, "Find iDevices free" login with the Apple ID of the missing device.
