Every time i try to use Messages + to try to send an egift I get the error message : "Purchase Error Please add a credit card to purchase"... but there is no place to add a credit card. Additionally it says under the egift card: egift Cards will be charged directly to your VZ account.
I have verizon messages + 2.3.1, an iPhone 6 running the latest iOS.
I'm told there are restrictions you must meet in order to bill to your VZW account. I'd do an online chat w/ a rep to see if they can look at your account to ensure you meet those qualifications. Like some business accounts cannot bill to the account (my understanding).

Ok. I downloaded the app on my iPhone 6.
Go into VZ Messages+ > tap the 3 line icon in the upper left corner > eGift Catalog > Settings gear icon > Add a credit card.
Note you can also pay with Apple Pay if you have this setup. In the same spot it will show if you have charge my vz account enabled or disabled. Guessing that is based upon your eligiblity.

So here's the problem... according to the Verizon Reps I've spoken to my account is properly set up for everything.
like you i have the 3 line icon on the upper left. Then I can go to eGift Catalog -- but alas, I don't have a Settings Gear Icon anywhere! It also specifically says under each gift card... card will be billed to your VZ account!
That is strange. If you haven't already done so.... delete the app and redownload it. I know it sounds basic but I've had some weird issues over the years and this is the only thing that fixed a couple of problems for me on various iPhones. If it still persists I'm not sure what else you could try.
Looks like it was something on the Verizon side of things. I got an email from Verizon saying they were working on fixing the problem -- and they have. Everything looks and works right. So it must have been something on my account settings on VZW's end.
