Is there a way to monitor all of the apps that are used on each phone on my plan?

FamilyBase or another Parental Controls software would be the only way to do this on a phone to phone basis. Verizon does not tally or distinguish apps across the mobile network directly (although they do insert advertising IDs into your unencrypted traffic!).
